《社会力量办学条例》、《中外合作办学条例》先后颁布，促进了国际学校、中外合作教育机构的迅速发展。在此背景下，协和举办了第一所国际化学前教育机构——海富幼儿园。率先试行中外园长共同管理，中外教师合作教学，中外学生同室学习，实施沉浸式的中英文双语教学。通过不断地创新和积累，协和于2003年创办了第一所双语学校，明确提出“中西融合”的理念，形成了独特的办学模式和路径。
With the publication of the Regulations of Running Educational Institutions with Social Resources and the Regulation of Chinese-foreign Cooperative Education, international schools and Sino-foreign educational institutions developed rapidly. XIEHE soon opened its first international early childhood educational institute, Fortune Kindergarten. Fortune Kindergarten was one of the first schools in Shanghai to experiment with Chinese and western principals leading together as co-principals. Chinese and western co-teachers also worked together as homeroom teachers, and Chinese and foreign students learned together in a Chinese and English-immersion environment. With a devotion to continuous innovation and forward thinking, XIEHE opened the first SUIS school in 2003, explicitly promoted “integration of Eastern and Western culture” and formed its unique schooling model.
